The thing that solved it for me was to enable location services in the settings (I reached them playing with the Maps app). I've checked location services per this other question on here, and they aren't turned on, which from what I understand, means the device IP address should influence geolocation. Just disable the automatic time zone detection, then manually, set the time zone. However, I also wanted to post on here in case there's anything else I could check for.
